ENERGY FUELS’ URANIUM MILL EXPANSION
Energy Fuels Resources (USA) Inc. (EFRI) has submitted an application to the Utah Division of Waste Management and Radiation Control (DWMRC) for a license amendment to construct and operate a new processing circuit for the production of rare earth elements (REE). DWMRC review of the Amendment Request will include an environmental assessment, opportunity for public comment, and hearing opportunities after the DWMRC completes its review. EFRI has already requested a license amendment to construct Cells 5A and 5B south of the existing tailings Cells 1, 2, 3, 4A, and 4B.
EFRI also has plans to construct two new 40-acre impoundments (Cells 1A and 1B) to hold processing fluids from the new REE processing circuit.

UTAH REGULATION OF URANIUM CONVERSION
On October 3, 2025, the Utah DWMRC sent a letter to the Nuclear Regulatory Commission (NRC) (ML26026A102) requesting clarification from the NRC on whether the State of Utah can be the primary regulatory authority over conversion facilities in the State. A conversion facility would turn yellowcake produced by a uranium mill into uranium hexafluoride. UF6. is a highly toxic and radioactive compound, created by reacting uranium oxide (yellowcake) with fluorine.
